If it's a computer issue, visit the computer manufacturer's website and the capture card manufacturer's website to update all drivers and firmware, then try again.
Additionally, you can try different ports.
If it's an OBS issue, check the OBS settings to ensure the correct video capture device is selected, and that the resolution and frame rate settings in OBS match those of the capture card.
Also, don't forget to check the privacy settings on Windows to ensure OBS has permission to access your camera and microphone.
