Windows 11 freezes shortly for a few seconds repeatedly (SOLVED)

Recently, I've been experiencing an issue where Windows 11 freezes shortly for about 3-4 seconds, unfreezes, then does it again after 10 seconds. I've tried sfc /scannow, updating Windows, updating my drivers, and restarting, but the issue persists.

Specs:
Processor: 12th Gen Intel(R) Core(TM) i5-12450HX 2.40 GHz
RAM: 12.0 GB (11.7 GB usable)
Graphics/Video Card: NVIDIA GeForce RTX 2050
System type: 64-bit operating system, x64-based processor

    Consider yourself one of the luckys. My PC just stops with an off-white screen and fails to progress - I reboot it and same thing. Essentially rendered my PC useless. Looking for solutions for a couple days now but until personal time is available for a deep dive search to fix this - I think of the software Giants again and often as I am forced to stare at a blank screen and ponder an efficient solution. Early rollouts? Right! THX. :(

    I have decided to reset my device, but have ran into another issue. After the "Resetting this PC" screen passes, I got to a screen that simply said "Installing". The value is stuck at 99%

    [UPDATE: The reset functioned as normal and solved the issue.]
