Office 365 : Randomly 30183-2016 (403) error appearing when using ODT deployment

Hi everyone,

I have a strange problem regarding Office Deployment Tool. Sometimes, when running the OfficeSetup.exe /configure configuration.xml or OfficeSetup.exe /configure uninstall.xml , I get the 30183-2016 (403) error message.

I find it strange because:

  • The problem apparears randomly
  • It is not related to FW/antivirus because something I am able to install/uninstall Office Suite
  • Appears with Windows 10 physical and virtual machines
  • When it appears, I am able to browse web pages

Does anyone have an idea ?

    Thanks for your help again.

    I am afraid it is a network/firewalling related issue. I tried to connect on my machine with hotspot connection and I am able to download the Office locally using command setup.exe /download configuration.xml.

    Have you got any information on what kind of prechecks does the setup.exe ODT installer perform?

    I reckon I should check that appropriate addresses are accessible on the proxy/FW (see https://learn.microsoft.com/en-us/microsoft-365/enterprise/urls-and-ip-address-ranges?view=o365-worldwide#microsoft-365-common-and-office-online)

    Maybe there is also network bandwidth minimum requirements. Anyone have information about it?

    Did you install other Office applicaions before?

    1. I suggest you provide the configure.xml file here.
    2. Download the latest verson ODT: https://www.microsoft.com/en-us/download/details.aspx?id=49117, run the latest version setup.exe.
    3. You can also download the tool to uninstall all Office applications from PC completely, then re-install the Office 365: https://aka.ms/SaRA-officeUninstallFromPC
