I recently got this G8 Elitebook, and i have ran into multiply issues with windows, and just as i thought i got it all figured out, i wasnt able to start windows installer service. When i tried to manual start it, i would get a message that included, windows could not the windows installer service on local computer and error 2 item could not be specified. This computer is a refurbished, and it has windows 10 pro, i could not find this issue anywhere else. I think its because i dont have C:\WINDOWS\system32\msiexec.exe /V, which in properties says it is path the executable, i wasnt able to find this in files under system32. But i dont know how i would get it, or if thats even the problem. I am way out of my league on this

Yes! Thank you, that worked, I was trying to get some updates, as this computer hasn't been updated in quite a while. I couldn't get these updates or some steam games to work because the Window Installer was not working. The scan came up with some corrupt files, and it has repaired them.
Edit-I have now come across another problem now, if i fully turn off my computer, i now have to manually start windows installer, there is no option for me to make the start up auto. It is grayed out. It does work now though at least. But is it supposed to be auto on start up?

What problems are you having in the system, exactly? In addition to the nom start the service you say, of course.
That service starts automatically when needed, you don't have to start it manually.
Optionally, you can check the integrity of the system files with the command
SFC /SCANNOW
Running it from powershell as an administrator, after pressing the WIN +X buttons
