How can i manually update Windows 10?

Since 2016, my laptop has been unable to install 3 updates. I 've had this laptop for at least 10 years and the last time I used this was 4 years ago. I can't get these updates to happen no matter how many restarts I do. I've tried finding ways to force update but it doesn't work. I've even tried just updating to Windows 11, but that only froze my laptop and I had to revert the update. I'm completely at a loss on how to get my laptop updated completely and I don't want to resort to paying someone just to fix this. Does anyone know how or what I need to do to manually fix this issue?

These are the only updates that refuse to install:

2017-05 Cumulative Update for Windows 10 for x64-based Systems (KB4019474)

  • This update will always say it requires restart but fails to update.

Feature update to Windows 10, version 1803

  • An "Error" appears every time I go through the download/install phase.

2018-06 Update for Windows 10 Version 1507 for x64-based Systems (KB4134662)

  • This update just wont go through at all.

    You might want to try performing a Repair Upgrade to get it to the latest version. Here’s how you can do it:

    > Under "Download Windows 10 Disk Image (ISO)", select "Windows 10 (multi-edition ISO)".

    > Once the ISO is downloaded, right-click on it and select "Mount", then click on "Setup.exe".

    > You may be prompted by User Account Control, in which case, click on "Yes".

    > In the "Install Windows 10" dialog, click "Next".

    > Setup will check your PC and display a license agreement. Click on "Accept" to proceed.

    > Wait for the setup program to check for available free space.

    > On the "Ready to install" page, ensure that "Keep personal files and apps" is checked.

    > Click "Install" and follow the prompts.

    > Windows 10 will restart your device several times and lead you to the lock screen. Depending on the options you set, it will keep all your files, apps, and user accounts.

    This happend after i tried updating. I'm just letting it run it's continuous start up and reset. I've tried powering off and on 3 times to get the advanced recovery environment, but that isn't working either.

    Did this issue occur after performing the Repair Upgrade?

    Also, after running the ISO, your PC will restart several times. Was this process interrupted when you tried to boot into Safe Mode?

    Does your laptop boot at all? Could you let me know exactly where you're getting stuck?

    I tried that, but now my laptop is in a limbo state. It keeps starting up and resetting the process over and over. I've tried using any kind of safe mode buttons, but it's not responding. I can't just shutdown the laptop and expect it to work again.

    Whatever i did has sabotaged my laptop! What do I do to get safe mode running?
