Unable to install language pack options

Good evening. I am unable to install any language pack options, as I'm given error code 0x80070490. I have browsed the forums thus far and found nothing that fixes it for me. I have tried sfc /scannow and related commands as well as the Windows Update troubleshooter, which detects an issue but does not solve it. I have also tried clearing the update cache. I have enclosed a screenshot attempting to download the Japanese components, but I have confirmed the issue stands for Chinese and Hindi as well.

    I'd suggest installing the language pack offline using the FOD and Language Featues ISO.

    See the example for Chinese (zh-CN).

    Thank you for your response. I was given Error 0x800f0825 - Permanent package cannot be uninstalled after the first command, and Error 1168 - Element not found after the second. I will attach the relevant DISM log.

    Please open admin Command Prompt and run these commands:

    dism /online /remove-capability /capabilityname:Language.Basic~~~ja-JP~0.0.1.0
    
    dism /online /add-capability /capabilityname:Language.Basic~~~ja-JP~0.0.1.0

    Thank you for your prompt response. I did have a few windows updates, but after installation and restart, the problem persists. I went through all the steps listed on the website you linked, but I still get the error after restarting then as well. Is there any sort of log dump I can do that would better help?

    Good Day!!

    I apologize for the inconvenience this may caused.

    Please try below steps if not already.

    Ensure that your windows is updated.

    1.Go to Settings> Windows Update>Check for Updates.

    2..Go to Settings>Time & Language> Language & region> Region

    Set correct region and Region Format that matches your language.

    3.Disable Metered Connection

    Go to Settings> Network & internet and select your network

    Go to Metered connection> disable

    Try to install the packages to check the issue has resolved.
