24H2 Fresh Install Fails to Fully Localize OS Language

We have been facing a recurring issue since 24H2 on new installations (both from the manufacturer and via clean install USB). When a device is initially installed in one language (in our case, Japanese) and then localized to English, the process does not fully complete. As shown in the attached screenshot, large parts of the OS remain in Japanese. The same issue occurs when selecting other languages, such as Canadian French.

Notably, we never encountered this problem on a fresh 23H2 installation. Additionally, if a device is installed in Japanese on 23H2, then localized to English, and later upgraded to 24H2, the issue does not arise. However, a fresh install of 24H2 makes it impossible to achieve a fully English UI.

So far, we have observed this issue on 28 fresh installations.

    I just filled the same issue today. However at least I managed to find a workaround, uninstalling KB5050009 (which is automatically applied during the Windows Setup) should fix the issue. It took me quite a long time to find out that is a problem.

    I tried on two devices—one before changing the language and one after—but it is still not fixing my problem.

    I have this issue going French to English.

    It's best to stay on 23H2 for deployments for now, and let your management tool install 24H2 over 23H2.

    Thanks, I will give it a try. However, KB5050009 was released in mid-January 2025, while we have been facing this problem since the release of 24H2 in October 2024.

    Anyway, I will give it a try in a few hours, as I have a new computer to install.
