    At the linked page, go to the section "Windows 7 Does Not Start Correctly or Not at All" and then select the tab "Using the Dell Factory Image Restore Partition" and follow the directions.

    Windows 7 doesn't have a built-in function to reset your machine. You could do that by re-installing the OS via a USB/DVD with a Windows 7 ISO. Given the end of support since 2020, Microsoft has stopped providing official ISOs from their site, so you would get that via third parties (careful of malicious code).
