30hz on startup, 60hz on restart?

Hi, so its only been a few months since I built my PC and ever since then, Ive only had one weird problem, and its very annoying. Every time I turn my PC on, for some reason it starts in 30hz even though 60hz is what I have selected in the Windows settings; its only when I restart my PC that 60hz is actually working and the "Activate Windows" watermark is gone (I have not activated windows). Eventually the watermark will return and so will the 30hz along with. This happened to me yesterday (Feb 26) while playing Warframe and made me wonder if I was somehow being punished for not activating windows... I'm not really sure. At first I thought it was a frame rate issue, but no, my in-game FPS usually stays at 60 so that couldn't be it. A solution I saw was reinstalling my GPU drivers, but I haven't tried yet. Is it because my motherboard isn't on the latest version? Could it be a bad HDMI cable or just the TV itself? Sorry if it was hard to read. Any help is appreciated.

    It could be. Please go to your GPU control software (e.g NVIDIA , AMD apps) and check if there is any settings for Dynamic Refresh Rate.

    However, Dynamic refresh is is actually beneficial for the PC. It controls when to show high refresh rate (e.g. Games, Video etc.) resulting in efficient graphics management and power consumption.

    Thanks for this. The problem was HDMI scaling in the AMD software being turned on because the PC doesn’t properly scale with the TV, so thats my bad. Thanks again

    Im not seeing that option in my settings. Im on Windows 10 but the picture there looks like 11. Could the problem be my GPU settings in the software?

    It appears that the Display refresh rate is auto adjusting depending on the content being displayed on the screen.

    Please check if the "Dynamic Frame Rate" is enabled.

    Go to Settings>Display>Advanced Display>

    Check if the "Dynamic refresh rate" option is enabled.

    If it is enabled, please disable it.
