Random instances of command prompt (cmd) popping ever so frequently.

This has been happening for a couple of months where command prompt window like the black one would randomly pop I have noticed this happens less frequent now but none the less still annoying and worry some

I have done a full scan with windows defender but nothing shows up as abnormal or virus I have run the sfc/scan now command too but this still has no affect on removing it completely I am also wondering if this is infecting files on my computer or is this some sort of spyware that sends information to another server from my computer so I have backed up most of files on to external hard drive frequently but no I am worried that the external hard drive and the files are infected and if i plug it into some other system it could be infected too I have heard you can find out why and which application opens the cmd through some program called event viewer but I have no idea how it works or how to use it to find out, please help me I want know how to fix it and weather the files on my hard drive are safe and not infected.

    So it is not a virus or anything right but another thing is that I have now installed nothing called hp utilities

    is hp software framework the one that I should uninstall since that is the only thing that I found while checking in control panel uninstall applications option. But I have also found out that while going through settings and then application there are some other hp applications here is a screenshot about the application and which should I uninstall and is it fine if I don't install them back again since I consider it bloatware

    when i paste it here it does not show the image for me too could it be because i am running windows defender full scan in the background

    When the file downloads, unzip it.

    Run Autoruns64 as Administrator
