If your PC came with Windows in S Mode pre-installed, to switch out of S Mode requires an Internet connection to access the Microsoft Store, there is no other method to switch out of S Mode to the normal Home version of Windows, it needs to be done that way so you do not loose your Windows activation on that device.
Are you experiencing problems setting up a network in Windows setup or do you not actually have an Internet connection?
