I was able to resolve this on several dell laptops by doing a power cycle reset. This is a pretty common way to reset both desktops and laptops, so it should work for all machines from all manufacturers. Note that this also fixed a post-upgrade issue on a Dell Latitude 5520 laptop where the CPU was throttled at 10%, severely impacting performance.
- Shutdown the laptop while on battery power and wait about 10 seconds after the shutdown.
- Hold down the power button on the laptop for about 40 seconds, then release the power button.
- Finally, plug the power back in and quickly press the power button again to boot the laptop.
- Sign in normally and see if the fans quiet down after a few minutes.
For a desktop PC, you should probably hold down the power button while the machine is on - which forces an abrupt power off. Just keep the power button depressed after the machine cuts off for the full 40 seconds.
