Transfers Speeds Drops to 0 randomly

Hello guys, I'm sure this has been posted a few times as I'm not the only one experiencing it. I've looked for it on other forums, and a lot of people experiences it but none seems to find a solution.
When transferin files to any other storage (call it, internal or external, both NVME) speed starts with a decent bandwidth but after a few minutes, sometimes seconds, sometimes never... it is really random, it drops to 0 Kb, and then comes back up and down and so on...
Would anyone know what the issue is?
Just for the record I've tried countless diferent NVME's, even from the ones that are in the computer (tried copy from one to another) and the problem is the same.
When using the External ones on a Mac, they work full speed.

Another thing that I find interesting is that if I'm updating any web I'm browsing or data is being sent through it, the speed kicks back up... (dont know if might help with the diagnose)

    This is definitely a problem in Windows 11. I held off till I got tired of all the non Windows 10 support threats and finally updated.. My cards are doing the same thing. Starts fast, then drops to 0, goes back part way, drops to 0. On windows 10 my cards shot right across the graph at near 300 mbs. I have looked and tried adjusting numerous settings as recommended by other s and the problem persists. Very Frustrating! Should have never upgraded. I see no difference in anything going to 11.

    Please fix Windows 11 or make available a fix. I paid a lot for 400 mbs cards and am not getting to use them to their potential due to a faulty OS.

    I am having the same issues. It is horrible. I am on Windows 11 with an Asus z690 Prime Motherboard. I have two raid 5 enclosures. One is connected to my PC via a 10gb/s transfer card and the other is connected to the PC via a thunderbolt 4 card, using TB 4 and the enclosure has TB 4 ports on the back at 40gb/s speeds. THIS SHOULD BE BLAZING FAST...

    and it drops to zero on ANY file transfer. It drops to zero and stays there for up to 3 minutes. This is absolutely ridiculous!!!!!!!!!!! I do not have this problem on my mac. This problem happens on any type of hard drive. On each enclosure my HHDs spin at 7200. My portable SSDs have transfer speeds at 2000mb/s and it chokes on them as well.

    WINDOWS PLEASE FIX THIS PROBLEM. THIS DOES NOT HAPPEN ON MY MAC.

    Thia does not work. Why won't windows just admit they have the transfer speed broken and try to fix it? It's been years now. My same cards work seamlessly on a mac. Come on windows pay atention to this ASAP

    Although I detest Windows 11 and believe it's badly broken; I'm afraid this is a Microsoft Windows issue that had been going on long before Windows 11. It was just never fixed. The best thread concerning this issue that I've found, was never really answered. There were a lot of very knowledgeable people in that thread that went into real depth trying to solve the issue, to no avail. This included the radical and extreme measure of re-formatting the Windows drive and re-installing a fresh copy of Windows. Going to the hardware manufacturer and downloading current drivers also did not fix the issue. There was never an answer on that thread, and eventually people drifted away from it, so it was closed and locked with no answer. Responders in that thread also noted that transfers using a Mac or Linux OS from the same source responded perfectly.

    I am experiencing the same issue. I have found that this issue gets worse when there are memory intensive background processes running. Although a long shot, when this happens, you can check task manager; look for Apps, programs or processes that are running, and shut down anything you don't actually need running during the copy process. Rebooting after the Copy process is complete, should restore everything except what was launched manually during the last session. While I don't believe that this is a total cure, I hope the advice helps someone. I have never hit on the "One" culprit that is a constant with this trouble. If someone else hits on an App, program or process that consistently helps I would sure like to know. :D
