Let me add my 2 cents here. I'm also having this issue on both of my laptops. Asus and Gigabyte. One mouse is Logitech (proprietary dongle ... let's call it wired) and the other is a Razer on bluetooth. Both worked fine up until the update. I have not tried workarounds as the problem is manageable... but I did end up checking the internet for my sanity. It happens usually when I move the cursor between windows or between screens.
High polling rate problem after updating to 24H2
Since I updated my computer to version 24H2 my mouse lags randomly when hovering the desktop, or some win32 apps or roblox, it becomes slower and then teleports after a couple of seconds.
I tried so many things already, mouse drivers, fixes, tweaks, I even reinstalled Windows 11 24H2 with a clean install removing everything from my SSD and the problem started to happen as soon as the OOBE setup ended.
I tried Linux and this problem doesn't happen there.
When I open firefox, edge, a game (except roblox) this lag doesn't happen.

2024-12-23T10:01:40+00:00 I started experiencing the same issue right afer I updated to 24H2. It was super annoying. Somehow I feel it's related to graphics as it happend sort of randomly, but I've found a pattern - I use two displays and Citrix remove desktop which is full screen on the external display and when i dragged my mouse from this monitor to my laptop monitor where Google Chrome is open - the lag was present for 2-3 seconds quite often. Also when I opens and closed Start Menu and quickly went to Chrome on my laptop display - this caused the lag almost always.
Overall it was super annoying and after I made sure all my drivers and bios are up to date - I rolled back to Windows 23H2, which works fine.
I've got no NVidia graphics. I experience the lag on a Lenovo ThinkBook laptop running intel i7 with integrated iRIS Xe graphics + Dell wireless mouse, but I think the mouse model doesn't matter as the lag also happend at the same time with my touchpad.
I observed no more issues with 24H2, but this mouse issue is a no-go to me. It happens too often and is too annoying as it disturbs work.
Hope they will find the root cause and fix it. I will hold with another update to 24H2 as long as possible. It doesn't bring anything particularly interesting anyway.

2024-11-13T15:05:16+00:00 Oh, hey! I also FIXED the lagging mouse issue! For me, Windows update did the trick. While I did try following your advice and found "Frame Limiter" in Nvidia Control Panel, it didn't solve the problem.
However, while trying to go through some tweaks myself, I landed on Windows update page in the Settings app and found 4 available updates. I installed them and restarted my PC. Then again saw 1 more update available. Installed and restarted the PC again. Now my mouse is as good as new :)

2024-11-13T12:59:40+00:00 I've also started to experience this issue RIGHT AFTER updating to Windows 24H2 a couple of days back. I recently bought my new mouse and it was functioning just right before updating the Windows. It isn't anything like I dropped my mouse or there is any hardware issue. I started noticing lag just after I UPDATED WINDOWS.
Mouse starts to lag whenever I open an app and then comes back to normal after a couple of seconds. I don't know that technical terms, but there are different modes of lag. Sometimes, it slides away, sometimes it is jittery movement, and sometimes it simply stops and then teleports. Note that I've many apps open at any time in the background AND it isn't that they are slowing down my PC. I've got a decent rig with i7-9750H, GTX 1650, 32 GB RAM, 2 TB SSD, and 2 TB HDD.
All these background apps used to be opened before updating Windows and all was alright. But after I updated Windows, I've STARTED TO EXPERIENCE lag IMMEDIATELY whenever I open an app. Some apps are exception though. Like Lucas said, this doesn't happen when I open EDGE.
Hey, today I found a fix for my problem, apparently was RADEON CHILL (an AMD driver option that limits fps), for some reason when I disabled it, all of my problems went away, even though I was limiting to 144fps (the same hz as my monitor). If you use NVIDIA, try disabling all options that limit fps in the NVIDIA CONTROL PANEL, maybe it will fix.
For a workaround, put the windows mouse sensitivity to the middle, disable mouse acceleration, and then install RAWACCEL software, configure it to the sensitivity you like and do not apply any type of acceleration from the software, there's a guide in the RAWACCEL github page to understand the software.
