If not, then what is this related to?

Hi, I am Dave, I will help you with this.

The icon on that Resume entry seems to indicate it is part of the settings in Windows to share across devices, where you may start something on your PC and then continue it on another device like a phone.

Open the Settings App, then go to Apps - Advanced App Settings, then expand the 'Share Across Devices' section.

Set that setting to Off, then restart your PC to apply the change.

"Resume" is actually Cross Device Resume, which is a feature of Windows. It's currently using 282MB of RAM, which is really very little.

Cross Device Resume allows you to resume on your PC what you started on your Android phone (or vice versa).

You can setup or disable that feature at Start > Settings > Bluetooth & devices > Mobile devices ("Instantly access your mobile devices from your PC")
