It appears to be something related to Tech Hub or SupportAssist. Is Dell Support Assist working properly?
If you do not use Tech Hub, set the service as manual:
To set Dell Tech Hub service as manual:
Press Windows key + R and type "services.msc"
Scroll down to find Dell Tech Hub service
Right-click on Dell Tech Hub service and select Properties.
Change "Startup type" to Manual.
Click Apply and OK.
