I had the same problem: the dedicated graphics card, in my case, a GTX1650 MaxQ, was at 0% Utilization.
What worked for me was to uninstall all Nvidia apps and the display adapter, reboot, and reinstall the NVIDIA Control Panel. I did not install the Experience App or a dedicated Nvidia driver, but it seems to work anyway.
Further settings:
- in the NVIDIA control panel, choose: high-performance NVIDIA processor under "Manage 3D settings", and also for the PhysX processor the graphics card.
- under System/Display/Graphics/Advanced Graphics Settings, I also chose the graphics card
- I disabled the fast start-up in the Windows power options menu (choose what the power buttons do)
- in the BIOS, I selected the dedicated graphics card
