ERR_SSL_PROTOCOL_ERROR - This site can’t provide a secure connection error

Before you dismiss this post as yet another question about this seemingly common error, I need to point out that I can getting this error on EVERY Browser I have installed, except Firefox.

Whether it's Chrome, Opera, DuckDuckGo, or Edge I am getting this error with nearly every bookmarked website or search engine I try to navigate to. The only browser that appears to unaffected by this error so far is Firefox. For example, even when I try to load Google.com in Chrome I'm still getting a "This site can't provide a secure connection" message.

I've tried emptying the cache and browsing history, clearing the SSL state, disabling the "Experimental QUIC" protocol and relaunching, pretty much every tip I've come across so far and none of them have helped. Plus at times it works in strange ways. For example I can load Google.com in Opera and search for just about anything and get results from my search. Yet, if I manually type in www.bing.com or try to click on the bing link proffered via the Google search I end up with the error same message. And as I mentioned, so far I've had no problems with Firefox. I've even tried reinstalling Chrome, Opera and DuckDuckGo with no luck.

One additional clue I've discovered is the my Windows news feed isn't working either. It says, "We're having trouble loading your feed You might be offline, or there could be something happening on our end." When I click on "Check connection" my network connection states I'm connected to the internet. (Obviously, since I'm typing this post using the Firefox browser on the problematic computer. When I click on "Reload" I just get the repeated error message.

Any and all suggestions would be greatly appreciated.

You can try these 3 methods:

Method 1: Refresh Your Network Configuration

    1. Open Command Prompt as administrator: Search for "cmd" in the Windows search bar, right-click "Command Prompt," and select "Run as administrator."
    2. Execute these commands one by one, pressing Enter after each: ipconfig /release ipconfig /renew ipconfig /flushdns ipconfig /registerdns netsh int ip reset netsh winsock reset netsh winhttp reset proxy
    3. Restart your computer.

    Method 2: Adjust SSL/TLS Settings

    1. Press Windows+R, type inetcpl.cpl, and press Enter to open Internet Options.
    2. Go to the "Advanced" tab.
    3. Ensure the following boxes are checked: "Use SSL 3.0," "Use TLS 1.0," "Use TLS 1.1," and "Use TLS 1.2."
    4. Click "Apply" and restart your computer.

    Method 3: Check Proxy Settings

    1. Press Windows+R, type inetcpl.cpl, and press Enter to open Internet Options.
    2. Go to the "Connections" tab and click "LAN settings."
    3. If the "Use a proxy server for your LAN" box is checked, uncheck it.
    4. Click "OK" and restart your computer.

    Method 4: Change DNS Servers

    1. Press Windows+R, type ncpa.cpl, and press Enter to open Network Connections.
    2. Right-click on your active network connection and select "Properties."
    3. Select "Internet Protocol Version 4 (TCP/IPv4)" and click "Properties."
    4. Select "Use the following DNS server addresses" and enter the following:
      • Preferred DNS server: 4.2.2.1
      • Alternate DNS server: 4.2.2.2
    5. Click "OK" and restart your computer. (source)

If the issue persists after trying all these methods, further troubleshooting might be needed. You could consider contacting your internet service provider or seeking help from a tech support professional.

    Hi, mtyler77

    Welcome to Microsoft Community.

We understand that you have encountered the problem of ERR_SSL_PROTOCOL_ERROR-this site can't provide a secure connection error, and I notice that you have tried all the schemes about browsers and certificates, but the problem still exists in many browsers, so you may need to consider other factors because your case is special.  It is suggested that you can try to create a local account and then try it in the local account. Does the problem still exist?Search for CMD, then run in administrator mode and enter the following commandnet user USERNAME PASSWORD /addnet localgroup administrators USERNAME /addUSERNAME PASSWORD can be replaced with the account name and PASSWORD you want, and password can be omitted if no password is needed. If there is no problem under the new account, it should be a failure of the account configuration file. Please refer to the scheme under repairing the damaged configuration file in the following article to transfer your data to the new account.* Troubleshoot problems signing in to Windows - Microsoft Support *Then try the following scheme:First, reset the network1. search CMD, open and find the command prompt (,run in administrator) mode.2. Enter the following commands in turn in the pop-up command box (enter the next one after each line runs).ipconfig /releaseipconfig /renewipconfig /flushdnsipconfig /registerdnsnetsh int ip resetnetsh winsock resetnetsh winhttp reset proxy3. Restart the computer to see if it can solve the problem.Second, reset the network settingsClick the windows+R key, enter inetcpl.cpl, open Internet options, click Advanced, and check "Use SSL 3.0", "Use TLS 1.0", "Use TLS 1.1" and "Use TLS 1.2", and restart the computer after application to see if the problem can be solved.Third, reset the proxy server settingsClick the windows+R key, enter inetcpl.cpl, open the Internet option, click Connect, click LAN Settings, and see if the proxy server column is checked. If so, please uncheck it, and click OK to restart the computer after application to see if the problem can be solved.Fourth, change DNS1. click the windows+R key and enter ncpa.cpl2. Click the name of the network you are connected to, open the network status window, click Properties, and double-click Internet Protocol Version 4(TCP/IPv4) in the network properties window.3. Manually set the DNS server to "4.2.2.1" and "4.2.2.2", and restart the computer after confirmation to see if the problem can be solved. If the problem still exists, you can repair the system through the Media Creation Tool cover the installation, which will be a lossless system repair, which is different from reinstalling the system. Under normal circumstances, the installed application does not need to be installed again, and the system is updated to the latest version. However, if there are important data in the computer, we still recommend backing it up in advance.Once the backup is completed, please follow the steps in the following guide:1. Visit the following site and click "Download Tool Now" (note that it is not "Update Now") to download Media Creation Tool.Download Windows 10 (microsoft.com) Run MCT tool, choose to upgrade this computer immediately, and choose to keep files and applications.2. If you need detailed instructions on the above steps, you can view the video tutorial in the link below:https://www.microsoft.com/en-us/videoplayer/embed/RE201WLDisclaimer: Let’s try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications. That being said, we always recommend that if you have important data, you should back it up before making large system changes. If you want to back up your data first, please do so. Once you are done backing up, you can follow the steps in the following guides:How to perform an In-place Upgrade with Windows 10 Step-by-Step Guide - Microsoft CommunityIf you have any progress, please feel free to contact us.
