Hi Ethan Sooklal
Welcome to the Microsoft Community
Understanding that your problem is running down while playing the game
Rust and the game crashes:
This may be related to graphics card drivers, DirectX or other system components. Try completely uninstalling and reinstalling the latest graphics card drivers. o Check the system requirements for Rust to make sure your hardware meets them.
Task Manager issues:
If it is related to the Intel CPU, make sure you have applied the latest BIOS updates and microcode patches.
Try using an alternative task manager such as Process Explorer.
Process Explorer is an advanced system monitoring tool developed by Sysinternals, a division of Microsoft. It can be seen as an enhanced version of Windows' own task manager.

Permission and activation issues:
Based on the error message, there appears to be a component version conflict and a permissions issue.
Try running the System File Checker and DISM utility to repair possible system file corruption:
sfc /scannow
DISM /Online /Cleanup-Image /RestoreHealth
Check and repair registry permissions:
Open Registry Editor (regedit).
Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SeCEdit
Right click on SeCEdit and select “Permissions”.
Ensure the SYSTEM and Administrators groups have full control privileges.
Disclaimer: Generally, modifying registry subkeys or work group is intended for advanced users, administrators, and IT Professionals. It can help fix some problems, however, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For further protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. COM Server permissions issue:
This may be related to the permissions of a Windows component or service. Try the following steps:
Run “comexp.msc” (Component Services)
Expand “Computer” > “My Computer” > “DCOM Configuration”
Locate the relevant COM server application
Right-click > Properties > Security tab
Check and adjust startup and activation permissions
In-Place Upgrade
Disclaimer: Let's try to perform an in-place upgrade, which will refresh your Windows files and operating system and will not delete files or applications. However, we still recommend backing up your computer if it contains important data.
Please follow the detailed steps in the thread below, which has detailed steps and video tutorials
