See if a repair installation using the ISO fixes the issue.

The error code 193 indicates a corrupt module.
From admin Command Prompt, please run these four commands:
- DISM.exe /Online /Cleanup-image /Restorehealth
- sfc /scannow
- net start termservice
- findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >c:\sfc.txt
