How to creat a custom keyboard layout?

I'm hoping to create a custom keyboard layout. I read on this very website as well as others to download the Microsoft Keyboard Layout Creator. But I'm on Windows 11, and it doesn't seem to work. I download, hit extract as the directions say, and then it doesn't do anything. I've run as administrator, tried to fiddle with properties, made sure settings aren't interfering. Is it simply out of compatibility? Is there an alternative way to create a custom keyboard layout?

    Hello,

    I would suggest using the Keyboard Manager feature in the PowerToys app. You can download the app from Microsoft store.

    Keyboard manager is a feature within the app and it allows you to remap a key or a key shortcut.

    I see. Key Manager doesn't currently support directly mapping keys to any Unicode character or setting up and configuring deadkeys like you would with MSKLC. It primarily focuses on remapping keys to other keys or shortcuts, and creating shortcuts for actions or phrases, but it doesn't provide the functionality for direct unicode input or detailed keyboard layout modifications including deadkeys.

    Hmm, interesting. Is it possible to use PowerToy's Keyboard Manager to convert a key to anything unicode (that's what I am looking for, not creating shortcuts or quick pasting of common phrases, hence why my first stop was MSKLC), or set up deadkeys, or reconfigure existing deadkeys?

    I can't figure it out at least in my cursory glance. Before I invest my time in figuring it out, I just want to confirm it can do that, since all the documentation on it doesn't mention any of that.
