Based on what you described, it looks like the interrupted reset and repeated power losses have left your Windows installation corrupted. The best solution right now is to repair Windows using installation media so you can preserve your files and get the system working again.
Since you mentioned you don’t have a USB drive available, if your laptop has a DVD drive you can use another computer to download the Windows 10 ISO from Microsoft and then burn it to a DVD.
Before you start, make sure your laptop is connected to a reliable power source (if possible, remove the battery if it’s removable) so you don’t run into power interruptions again. Once you have the DVD, boot your laptop from it by entering the BIOS or boot menu and select “Repair your computer” instead of installing Windows.
