Windows 11 can't connect because you need a certificate to sign in

Windows 11 PCs should use user certificate to sign in to Enterprise WiFi using NPS. Connection attempt unsuccessfully ends with message "Can't connect because you need a certificate to sign in". No issues with Windows 10 same environment.
No logs on NPS - request does not come to NPS obviously.
If PC is connected to local network via wired connection, it can connect to WiFi.
All configuration is double checked (NPS, GPO), nothing detected. Same environment works fine on Win10.

    Everything is updated. I reporteed issue on FeedbackHub. Any idea how to troubleshoot this?

    It could be a bug, I advise you to open start and search for feedback and open the Feedback Hub app and report this issue and make sure share steps to reproduce the problem.
    If possible, try restart the server and see if the problem persist.
    Make sure update the Wi-Fi driver too.
