Hi, I am Dave, I will help you with this.
You are correct, there is no separate licence for the ARM devise, a genuine Windows licence will work to activate Windows any device, regardless of the architecture.

Dear Team,
I am currently exploring Windows ARM64 for my enterprise and would like to clarify whether it is necessary to purchase a separate Windows 11 Pro license to run Windows ARM64-based machines.
From my understanding, licenses are defined based on Windows features, and there seems to be no distinction between licenses for x86 and x64 architecture-based machines.
Could you please confirm this and provide any supporting documentation or relevant links, if available?
Thank you for your assistance.
