Why is there no gpedit.msc on my windows 11 laptop?

I am trying to figure out why I don't have an option to restart or shut down my pc on the little start menu power button. And a solution was I had to go through gpedit.msc and do something in the folders. But if I use the search on the start menu or the command window it won't bring up gpedit.msc only giving me

'gpedit.msc' is not recognized as an internal or external command, operable program or batch file.

    Maybe you are using the Win11 Home Edition instead of Win11 Pro.

    You can switch to the windows pro edition and you will see it.
