Windows 11 24H2 Install Error 0x800700b7

I've tried to update my Windows 23H2 to Windows 24H2 for months now, and I always receive the same error, “Install Error - 0x800700b7”. I've done in place installs from a Windows 24H2 ISO I downloaded, I followed every instruction on how to reset my update cache, change the distribution file name, restart the services, but nothing has worked so far. I'm running a Gigabyte Z790 UD AC motherboard with the latest BIOS, i7-13700KF processor, 96 GB memory, two 2TB WD Black SN850X NVMe SSDs, plus other SSDs for storage, and an Nvidia GTX 4070 video card. I've updated to all the latest drivers and firmware for my devices. The current OS is Windows 11 Pro, 23H2, OS build 22631.5039. For the two years I've had the system, I've never experienced any problems updating the system until 24H2.

Here's the setuppact.log file on One Drive: setupact.log and Google Drive: https://drive.google.com/file/d/1fty6buGWVqend-n5ZFrywNTozURNdc7p/view?usp=sharing

Thanks in advance.

In both cases, the system was unable to extract files from the image. Let's try running the Farbar Scanner.

    1. Please post the chkdsk results stored in the Event log.

Download Farbar Recovery Scan Tool 64-bit (FRST64.exe)

    https://www.bleepingcomputer.com/download/farbar-recovery-scan-tool/

Note: If Microsoft Edge or Chrome mislabels the Farbar Scanner executable as PUA/malware, choose to keep it by tapping … in the bottom bar, choosing Keep, and then choosing Keep anyway in the dialog that appears.

See this screenshot: https://learn.microsoft.com/en-us/deployedge/media/microsoft-edge-security-download-interruptions/dowload-was-blocked.png. It's a safe tool used in most antimalware forums.

If the OS language is not English, rename FRST64.exe to FRST64English.exe.

Run the program. Don't check or uncheck any options. Click "Scan".

Add the two logs, FRST.txt and Addition.txt, to a Zip archive, upload them to your OneDrive and share the link here.

I followed your instructions step-by-step, even downloading a new Windows 11 24H2 ISO, replacing the one I downloaded in December. Unfortunately, I only got to 1% before the installation failed. I used to get to 73% before the installation failed. Once step though, the resetting the Windows update caused some errors:

    Please do the following:

    1. Restart Windows.
    2. Delete the C:$WINDOWS.~BT hidden folder.
    3. Reset Windows Update using this batch file. https://gist.github.com/winhelponline/af9296c106448a664a6229d8146a85fd
    4. Run the following command from the admin Command Prompt:

    chkdsk c: /f

Press Y when you see this prompt:

The type of the file system is NTFS.

    Cannot lock current drive.

Chkdsk cannot run because the volume is in use by another

process. Would you like to schedule this volume to be

checked the next time the system restarts? (Y/N)

Restart Windows and let chkdsk finish the scan and repairs.

    1. Enable Memory Integrity. To enable memory integrity in Windows, go to Windows Security > Device security > Core isolation details > Memory integrity. If it shows any incompatible drivers, post the screenshot here.
    2. Do the in-place upgrade using the Windows 11 24H2 ISO. The instructions are below:

Download Windows 11 Media Creation Tool (MCT) from this link:

    https://go.microsoft.com/fwlink/?linkid=2156295

Run MCT and download the ISO it recommends for your system. Do *not* uncheck "Use the recommended options for this PC".

Right-click on the downloaded ISO and choose "Mount." This assigns the ISO a drive letter.

Run setup.exe from the ISO drive. This starts the in-place upgrade/repair installation.

(Your files, settings and applications will be preserved if you use the ISO recommended for your system by the Media Creation Tool.)
