Why does microsoft not remove delivery optimization from Windows 11, it is kills bandwidth for rural customers.

Delivery optimization is basically a windows based virus that kills the available bandwidth of Windows 11 users when on limited bandwidth connections. And even if I disable it, it comes back automatically as soon as I do an update. It is terrible programming, that acts like a Microsoft sponsored virus. Remove it from future versions.

    Hi, I am Dave, I will help you with this.

    You can use this method to permanently disable Delivery Optimization.

    Click your Start Button, type regedit and hit Enter to open the Registry Editor.

    Click View and make sure 'Address Bar' is turned on.

    Paste this into the Address Bar at the top and hit Enter.

    Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DoSvc

    Double click 'Start' in the right hand pane, then set its Value Data to 4 and click OK

    Close the Registry editor and restart (not shut down) your PC

    Then, you must delete the updates that Delivery Optimization was uploading

    Open File Explorer

    Click on your hard drive

    Click the 3 dots at the top of file Explorer and select Cleanup

    Let Disk Cleanup do its initial scan

    Select Everything in the list and choose Delete

    Start Disk Cleanup again

    Let Disk Cleanup do its initial scan

    Important - this time in the resulting dialog, click 'Cleanup System Files'

    Let Disk Cleanup run another scan

    Select Everything in the list and choose Delete

    Delivery Optimization on Windows 11 is used to help speed up downloads and reduce bandwidth usage. It’s a peer-to-peer technology that lets devices share parts of updates and apps with others on the same network or even over the internet. This is especially handy in places like the office, school, or at home when multiple devices are updating at the same time—it cuts down on redundant downloads from Microsoft’s servers.

    To disable it, using local group policy (gpedit.msc), navigate to Computer Configuration/Administrative Templates/Windows Components/Delivery Optimization. In the right pane of Delivery Optimization in Local Group Policy Editor, double click/tap on the Download Mode policy to edit it. Select enabled and in download mode, select Bypass.
