Understanding Your Problem Taskbar Loading Very Slowly
Check startup items and background programs
Press Ctrl + Shift + Esc to open Task Manager.
Switch to the Startup tab.
Disable unnecessary high-impact programs (e.g. third-party tools, cloud storage services, etc.).
Restart your computer and see if the situation improves.

Scan and repair system files
Open Command Prompt as an administrator (search for cmd → right-click and select “Run as administrator”).
Enter the following commands one by one and make sure to execute the next command after the previous one is executed.
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /RestoreHealth
SFC /Scannow

Create a new user account to test
Create a new local account to test if the problem is caused by a user profile.
In the Settings app on your Windows device, select Accounts > Other Users.
Under “Add another user”, select “Add account”.
To create a local account, select the option “Add a user without a Microsoft account”.
Follow the instructions to complete the account setup and set it as an administrator account.
Restart your computer and log in to the account to test it
Check the taskbar loading speed. If it is normal, the original user profile may be corrupted, please follow the steps detailed in the official support article to fix it.
