Microsoft Windows 11 Home: "Settings" does not work

Hi,
A recent update has installed the Home Insider Preview though I have previous poor experience of this version and would never have installed it voluntarily.
I can no longer access W11 “Settings”. Initially, a left click on “settings” resulted in a blank white screen. After following advice in other post responses e.g.
Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage
I have not even got a blank screen. The only result of clicking on the settings button is a short flash on the button itself but no result otherwise.
Advice on how to deal with this totally disabling problem would be most welcome.

I installed windows iso file onto a USB disk with a different method using the media creation tool. Booting into the USB, I ran a Windows repair. There was no improvement and the problem remains as before.
I previously changed Start to run the same as Windows 10. Could that be a reason for the problem?
As regards the product key, I bought Windows 7, upgraded to W10 and W11, successfully using the activation code for W7 as instructed. I have also previously done a full W11 reinstall using the W7 COA.
I am increasingly considering a full reinstall of Windows 11 is a likely outcome.
Any further comments/advice welcome.
