    Hi, I am Dave, I will help you with this.

    Windows Movie Maker 6.0 was software that Microsoft released in 2006, it is very unlikely that will run correctly in Windows 11 and there is no longer any official method to donwload that software, it was deprecated a long time ago by Microsoft.

    If you can find an old disk that contains Windows Live Essentials, you could try using that disk to install that suite, of which Movie Maker is part of and check if you can get it to work in Windows 11.

    Yes, it is legal to own a Widows 7 PC, the only problem is you would not receive any updates, because that operating system is no longer supported.

    If you have Windows 11, can you try "Clip Champ", which is known to be as "safe" as any app created by Microsoft.
