Even with the AX210 w/ BT 5.3 I was unable to get BLE as an option in Windows 11 Settings. I tried to implement several advanced troubleshooting techniques involving various drivers, registry edits, and codec installs. While I was able to get Intel Smart Sound to show up in device manager, windows 11 refuses to display a toggle option.
My best guess at this point is that my AMD based laptop is the limiting factor (despite having all hardware requirements met).
It is my understanding that Intel Evo based laptops have been BLE approved. Microsoft, and perhaps Intel, is artificially limiting the option to many many users. It is probably a simple thing on their end to add support for anyone with a BT5.3 or newer card, however they chose not to.

I have a Qualcom NCM865 (Qualcomm FastConnect 7800 Wi-Fi 7 High Band Simultaneous (HBS) Network Adapter) which is BT 5.4. Qualcomm's website indicates it supports LE Audio. I'm running the latest drivers from March on an AMD 7800X3D system and I don't have the "Allow LE Audio When Available" option in the Bluetooth menu either.
I installed an AX210 and still didn't receive this option so I put the NCM865 back in.
I think community helpers like Francisco Montilla are genuinely trying to help, but the reality is they are also clueless as to why some people get it and some don't.
LE Audio is significantly better for gaming and movie watching as there is a big difference between classic bluetooth 5.4 and LE audio in terms of latency. The lipsync and gunfire matching animations is a night and day difference. It's a shame Microsoft doesn't address this. Despite what guys like Francisco Montilla say, I am certain it's a Microsoft problem. My wife has an Intel EVO laptop with an AX210 chip and she doesn't have this option either. Additionally, Qualcomm has stated that their drivers DO include support for LE Audio in Windows 11.
Until Microsoft figures this out, I have been successfully using a product called the eppfun ak3040pro max. It's a USB dongle that supports all the AptX codecs as well as LE Audio. 99% of the time it works great. Only reason some people didn't like it is because it can be quirky to connect to. If you can get one it might be your best bet.
Later this month Avantree is also releasing the C82 LEA transmitter that has AptX Adaptive, LE Audio and support for upgradeable firmware. It launches at the end of this month and might be worth trying.
