Windows 11 slow and stuttering on startup
Good morning everyone, I recently assembled a new PC and installed Windows 11 on it, and I’m experiencing some boot issues: Every time I start the PC, about 20-30 seconds after turning it on, the system starts to slow down. The window animations (when I move them) stutter, it takes extra seconds to open applications, and strangely, if I try to play a video on YouTube, it plays in slow motion with the audio stuttering.
These problems occur almost every time I boot up and can last anywhere from 1-2 minutes to 10 seconds without any apparent reason.
I’ve disabled almost all the startup apps, keeping only the Realtek audio driver and Windows anti-malware.
I also tried starting the PC without opening programs in the first few minutes, but it still starts to slow down at some point.
When checking the task manager, I don’t see any abnormal resource usage, and there’s nothing particular in the event viewer.
I checked the temperatures, and I don’t see any abnormal spikes during boot.
I’ve also tried reinstalling the drivers and updating the BIOS.
Can anyone help me? I don’t know where to turn next.
These are my hardware components:
- CPU: Ryzen 7 9800x3d
- RAM: 2 Corsair Vengeance 32GB 6000MHz DDR5 sticks
- GPU: RTX 3080 Gigabyte Gaming OC
- Mobo: Asrock X870 Pro RS
- NVMe SSD: WD_BLACK SN850X 2TB
- Windows 11 Pro 24H2

Event ID 28 typically refers to hardware issues (like the disk or drivers).
Event ID 1000 could be related to application crashes.
Event ID 17 often involves kernel-level problems, possibly related to hardware configuration.
Your WD_BLACK SN850X NVMe SSD might be having trouble performing optimally during boot-up. Although it's a fast SSD, some systems experience issues with NVMe drivers or the SSD itself on startup.
Use software like CrystalDiskInfo to check the health of your SSD and see if there are any unusual issues or SMART errors.
Windows 11 uses a feature called Fast Startup, which can sometimes cause issues during boot.
Disable Fast Startup:
- Go to Control Panel > Power Options > Choose what the power buttons do.
- Click on Change settings that are currently unavailable.
- Under Shutdown settings, uncheck Turn on fast startup.
- Save changes and restart your computer.

2025-04-20T16:41:30+00:00 I've tried everything, but the problem keeps coming back. Since I formatted the PC yesterday, hoping it would fix the issue, I noticed that as soon as I set the power plan to 'High Performance', the PC started stuttering. Now, even after switching back to the 'Balanced' option, nothing changes and it keeps stuttering.
I checked the event tracker and there are a lot of error.

If you can't disable SysMain through the GUI, you can do it using the Command Prompt.
- Open Command Prompt as an Administrator. (Right-click the Start button > Command Prompt (Admin)).
- Run the following command to disable SysMain:
sc config "SysMain" start= disabled
- Restart your system to apply the changes.
This should stop SysMain from running even if it was grayed out in the services window.
Fast Startup is a feature designed to make booting faster, but it can sometimes cause issues, particularly with newer hardware. Try disabling it to see if it helps with the stuttering:
- Open Control Panel > Power Options > Choose what the power buttons do.
- Click Change settings that are currently unavailable.
- Uncheck Turn on fast startup (recommended).
- Save changes and restart your PC.

2025-04-19T23:35:35+00:00 I tried to disable SysMain but I can only stop it or start it. Disable option is in gray.
I checked Task Scheduler but I didn't see any task related to WD.
