I followed a required Windows 11 update to the next version. Upon a restart, non of my Bluetooth devices worked. I’ve gone to a wired keyboard and mouse, but have one device I’ve taken every step I can find to remove and it will not remove. It will not connect but also will not remove.
Here’s what I’ve tried:
Removed from device manager
Removed from registry
Ran scannow (no errors)
Turned on airplane mode, then tried to remove
Ran DISM
Reset device to factory default
Unplugged device, then tried to remove
Used Bluetooth troubleshooter
Updated Bluetooth driver
I’m starting to feel like nothing outside of rolling back to some previous Windows restore point or starting with a fresh install of Windows will resolve this issue.
If system specifics are required, please let me know.

Yes, the DevCon tool you found is the same one I mentioned. It helps you remove or disable stubborn devices from your computer.
Since your Bluetooth device won't delete and your headphones have poor sound, it looks like the update caused some issues. Your Bluetooth device may still be there in hidden areas or drivers might be messed up.
Next steps.
Use DevCon to try removing or disabling the device again.
Update or roll back your Bluetooth and audio drivers.
Check for Windows updates that might fix the problem.
If nothing works,consider going back to the previous Windows version rollback since the problem started after the update.

It appears my Bluetooth radio is just hosed. I cannot connect any Bluetooth device to my machine.
Looks like I'll be rolling back or taking some invasive action to remediate.
Hopefully Microsoft is aware of this issue, as I have read many times that I'm not the only one with this issue.

I navigated to: Windows Device Console (Devcon.exe) - Windows drivers | Microsoft Learn and initiated a download. This is the only download I could find that included DevCon but is not listed for Windows 11. Is this the same tool you were referencing?
I should mention in all this that I did show all hidden Bluetooth devices in Device Manager, and the trouble device does not show.
One more note: Prior to all this troubleshooting for the trouble device, I sat with a pair of Bluetooth headphones connected to my machine, and while they did connect, the quality was horrible. It was breaking up as if I was a distance away, but my tower is just at my knee where I sit.
As a reminder, all this started with the Windows update 24H2. It was all working flawlessly prior.

Look for ghost or phantom Bluetooth devices and attempt to uninstall them.
