Many users, especially Russian users, have reported the error code 0x80070002 when running the Media Creation Tool.  It's caused by connectivity issues with Windows Update.

Please try a VPN or a program like Cloudflare WARP.

If that doesn't work, I can try to generate the ISO download link for your locale (i.e., Russian?)

Hi there, I’m Arlene, an independent advisor — thanks for reaching out!

The error 0x80070002 - 0x20000 usually happens when there's not enough space on your system drive. The Media Creation Tool needs at least 20 GB free on your C: drive, and you currently have 15.3 GB, which is likely causing the issue.

You can either free up more space or use the Windows 11 ISO download page to download the ISO file directly. Then, use a tool like Rufus to create a bootable USB — it's safe and works well.

Hope that helps. Feel free to reply to this message if you need further assistance.

    Regards,

    Arlene D.
