I have the same issue, and the steps above did not resolve the problem.

    Hi JDB124

Thank you for posting in Microsoft Community.

To keep your background set to a slideshow in Windows 11, follow these steps:

Go to Settings by pressing Windows key + I.

    Click on Personalization.

In the left pane, select Background.

Under Background, choose Slideshow from the drop-down menu.

Click on the Browse button to select the folder containing the images you want to use in the slideshow.

Adjust any other settings such as picture fit and shuffle.

    Close the Settings window.

Your background should now be set to a slideshow and should not change back to a single picture. If issue still persists, you can try the steps below:

Disable Theme Syncing: Go to Settings > Accounts > Windows backup, and turn off Remember my preferences under Other Windows settings.

Check Power Settings: If you're on a laptop, Windows might disable the slideshow to save battery. Go to Control Panel > Power Options > Change plan settings > Change advanced power settings, then expand Desktop Background Settings and set Slideshow to Available.

Reset Windows Spotlight: Some users have found that resetting Windows Spotlight can help. You can follow the steps here: My desktop background keeps switching from Slideshow to Picture every - Microsoft Community
