USB to Serial Cable not working (Prolific)

I work in a factory setting with multiple RFID readers to read RFID totes carrying products. We are bringing up a new project. One month ago, I tested the USB to Serial Cable and got RFID reads every time the tote passed over the reader on Windows 11. We recently updated to the 24H2 version of Win 11 and cannot get a read. The drivers show up fine in Device Manager, the cable shows COM4 with normal port settings at 9600. There are no errors in device manager. There are no event errors. However, the reader will not read the RFID chip installed in the tote. I have tried multiple totes and they will not read.

Addendum: The readers will not read to CMD Prompt or NotePad. However, if I connect to the readers using a terminal emulator, they read in the emulation program, but reads are isolated to the term program.

    Drivers are fine and are compatible. Port settings good. Manufacturer quit responding after I told them I could use their term application to manually connect to the reader.
