PC Running Slow and Stuttering on WIndows 11 in every program

So my pc (it is a self-built) have been stuttering for a while now and it's starting to bother me. Every time I open my browser, it lags. When I click on an icon, it takes a little while to open. Whenever I run a game, there will be a stutter once in a while. I just couldn't get a smooth experience like I can on my laptop.

Here are some things I have tried to troubleshoot the issue:

  • Clean the dust off my pc
  • Disable app startups
  • Check on Windows Update
  • Run secure boot on msconfig

Some things that I'd like to note that might be helpful:

  • I have D.O.C.P enabled
  • There is a broken pin on my CPU

My specs are:

  • Windows 11 Pro
  • GPU: Nvidia RTX 4060 8GB
  • CPU: Ryzen 5 3600
  • 2x8GB 3200Mhz RAM
  • I have two 500GB HDD and a 500GB SSD

Each time I google this issue I see different situations and solutions from various people but I still couldn't get a fix. So I decided to post here myself. I hope there's someone who's patient enough to guide me through this problem. Thanks for your time.

    Hi, if my memory serves me right, the broken pin is right around the corner but I'm not sure which section (top right/left or bottom right/left).

    BSOD never occurred at all.

    Well, this issue of a broken pin on the CPU could be the problem in the case of stuttering in usability, depending on which pin is broken, it could affect the entire performance of the CPU.

    Does BSOD also occur?

    Hi, I forgot to mention that I am using an ASUS B550M motherboard on PC, not laptop. From what I understand, you're saying that Windows Update Settings is not enough to update all the necessary programs such as mobo drivers. Therefore, I have to update the BIOS according to the manufacturer. I thought the update that I installed from Armoury Crate app is the one that updates my BIOS but I'm guessing it's not? If that's the case then I have never tried updating my BIOS manually.

    I keep a habit of shutting down my pc whenever I'm done for the day so leaving in on sleep is not a worry.

    I don't quite understand this part. Do you mean I need to change my notification settings and then enable auto windows update?

    As a result of your win update settings, which you have modified

    Win11 by default only installs critical security updates, unless you made the mistake of selecting “Get latest updates” which includes drivers.

    See your laptop/PC makers support to update both bios and makers drivers.

    There should be a shortcut to that makers update utility on your system.

    Then set Bios to defaults & Pwr to balanced. At the end of the day shutdown, do not leave in sleep.

    Do NOT update from any other source inc Device Manager

    You only need to set the Advanced options for notify & Time, then leave win update to do its own thing.

    If a self-build drivers/bios update via the mobo makers support site + any vid card site
