The steps you describe are the normal way to open powershell as administrator which does not work

As I stated clearly in the question, I am unable to open windows powershell as an administrator and I have followed the steps in the help article that I provided the link for.

HOW DO I FIX THIS.

CMD terminal is not what I need.

If you're still unable to access PowerShell as an administrator, you can try using the Command Prompt with administrative rights instead by following the same steps above but selecting Command Prompt instead of PowerShell.
