Upgrade from Windows 10 to Windows 11 Software licence terms error occured

Today my laptop recommended that I should download Windows 11, I clicked on accept Terms & Conditions and after that the update appeared in Windows update with the only thing stopping it from proceeding is me reading the Software Licence Terms. When I click on "Read Software Licence terms" It says "Error Occurred" with no further information. Has this ever happened to anyone else? How do I fix it?

    Hi Martin,

    The error shows that the download setup image is corrupt. It can't display the license agreement screen (EULA.txt). Please use the ISO as a workaround. It's equivalent to the Windows Update method. You do not have to use the USB setup disk. A USB setup disk is needed only for clean installs, not for in-place upgrades.

    Hi Ramesh,

    The thing is that there is an option for me to upgrade to Windows 11 in the settings, I don't need the traditional method of installing bootable with a flash drive. Every time I check on the "software licence" it says that an error occurred and I can't do anything about it.

    Hi Martin,

    This can happen due to a bad download. Please use the ISO and let me know if that helps.

    1. Download Windows 11 Media Creation Tool (MCT) from this link:

    1. Run MCT and download the ISO it recommends for your system. Do *not* uncheck "Use the recommended options for this PC".
    2. Right-click on the downloaded ISO and choose "Mount." This assigns the ISO a drive letter.
    3. Run setup.exe from the ISO drive. This starts the in-place upgrade/repair installation.

    (Your files, settings and applications will be preserved if you use the ISO recommended for your system by the Media Creation Tool.)


    Additional note:

    To ensure a smooth upgrade experience, follow these steps before beginning the upgrade.

    1. Enable Memory Integrity. To enable memory integrity in Windows, go to Windows Security > Device security > Core isolation details > Memory integrity. If it shows any incompatible drivers, post the screenshot here.
    2. Perform a clean boot on the system before running the setup to avoid third-party interference. A clean boot is the process of starting Windows without loading any third-party applications or services. For more information, please refer to the Microsoft article.

    (Step 3 in the above link is very important. You need to first enable "Hide all Microsoft Services" before clicking "Disable all".)

    1. Uninstall 3rd party antivirus if installed; you can reinstall it after the upgrade. After uninstalling it, restart Windows.
