Thanks for reaching out Microsoft Community Forum. I totally understand your concern about your child account blocking you from changing your privacy settings despite of your legal age. Let me help you navigate the process.
Sometimes this happens even after leaving a Microsoft Family group, Microsoft sometimes still sees your account as a "child". So it is still equires a new family organizer to approve some changes and blocks your Xbox privacy and online settings (especially on the website).
** Step 1: Double-Check your birthdate
- You may go to: https://account.microsoft.com/profile
- Make sure your DOB is correct
- If it’s wrong: Edit date of birth
- Log in if needed
- Change it, then sign out and sign back in
Step 2: Rejoin to a Family Group (Temporarily)
- You may go to: https://account.microsoft.com/family
- Ask a someone to add you to a family group as an organizer, not as a child
- Once added sign in and leave the family group again
This resets the family system and unlocks your full adult settings.
** Step3: Change Xbox & Privacy Settings
- Visit: https://account.xbox.com/settings
- You should now have full control
- If it still says you need a parent, clear your browser cache or try Incognito mode

Tell them you are 19 years old, your DOB is correct, you left the family group, but restrictions remain on your account
