renaming function NOT working properly when renaming a set of pictures

I order my phots in a folder by giving each of them a name to put them in the right place. When I try to select all photos in the folder and given them another name, the pictures are all mixed up with the new name, NOT the order I put or want. How can I stop Windows from messing up the order of the pictures during rename a set of pictures? Also, a few have the SAME name.

    Thanks for the follow-up

    Here’s to sort and remove files easily:

    -To sort the files in the correct order before renaming:

    -In the utility, look for a “Sort” option (usually at the top or in the right-click menu).

    -Set it to sort by name or date created, depending on how your folder is structured.

    -After sorting, you can proceed with the renaming as previously mentioned.

    To remove files you loaded:

    -Simply select them all Ctrl+A in the list, then press Delete or right-click and choose Remove from list. This does not delete the actual files just clears them from the batch list.

    I downloaded the bulk rename utility. The menu is one screen with many options. I just want to rename all items in a folder. Suggestions on how to use the tool? I am wading through the help docs, but it all seems so complicated.

    thanks. I will try the bulk rename. I rename all files in a folder (for a specific event or place), then I rename as I need to order the picture in the "correct" order. Finally, I rename all pictures within the folder so that the name fits with the sequence of folders I have and is simple and without gaps in the numbering. All I know now is that Windows put the pictures in whatever order they want when I try my final renumbering. If bulk rename helps, then I will use that.
