Yes you can. But you wouldn't be able to buy the upgrade key, it is the full version Pro key at this point.
Activation Help: Upgrading Win 11 Home to Pro with M365 Biz Premium License

I'm hoping to get some help and clarification on a frustrating activation issue I'm facing with a new device. I'd appreciate any insight from those familiar with Microsoft licensing or who have faced a similar problem.
The Goal:
Upgrade a brand-new PC from its factory Windows 11 Home edition to Windows 11 Pro.
The License:
The user of the PC has a full Microsoft 365 Business Premium subscription, assigned to their work account.
Here are the steps I've taken so far:
- Started with a fully activated, out-of-the-box Windows 11 Home installation.
- Signed the user into Windows using their licensed M365 Business Premium work account.
- Following some online guides, I went to Settings > Activation > Change product key and entered the generic/default product key for Windows 11 Pro (
VK7JG-NPHTM-C97JM-9MPGT-3V66T). - This step successfully changed the OS edition. The system now correctly reports that it is Windows 11 Pro.
Here is where I'm stuck:
- Primary Problem: Not Activated. The PC is now in a "Windows 11 Pro" state, but it is not activated. The activation page gives an error that we don't have a valid digital license for this version of Windows.
- Microsoft Store Issue: I can't troubleshoot this through the Microsoft Store. When I try to sign into the Store, it tells me the account doesn't exist.
- Confusing Store Pricing: As a test, I looked at the Pro upgrade in the Store before I changed the product key, and it showed the $99 upgrade price. Now that the OS is in the "Pro" state, the Store shows the $199 full license price. I'm still unable to sign in using any work account.
Given the situation I'm in now (a non-activated Windows 11 Pro), what are the correct next steps to get this machine properly activated using the business license, if that is indeed possible? If not, what's the proper way of upgrading.
I've already been in a brief loop with Microsoft support who pointed me to a generic consumer support article, which wasn't helpful. Any advice or experience you can share would be greatly appreciated.

Microsoft 365 Business Premium do NOT include Windows upgrade license for home to pro. It is strictly for Office 365 apps only and has nothing to do with Windows.
So, unfortunately you are kind of in a pickle right now.
You used the generic key to install Pro. Generic key can install Pro on Home edition, but it doesn't activate.
And because you are now in Pro, Store will not recognize that you need upgrade license, hence it is not offering you the upgrade license that's $99.
And here is the bad news, there's no inplace downgrade from Pro to Home, it requires a clean install, meaning you have to back up your files, make an installation flash drive and clean install Windows Home back.

To perform a clean installation of Windows 11 using the Windows Media Creation Tool. You do need to get access to another computer so you can download the Windows installation files into a flash drive, then use the flash drive to help your computer. Hopefully you have a spare computer, or you can have friend or family help you.
The following steps should be done on a working Windows computer:
Download the Windows Media Creation Tool from Microsoft's official website. https://www.microsoft.com/software-download/win... click on the "download now" button under "Create Windows 11 Installation Media"
Run the tool and select "Create installation media for another PC."
Choose "USB flash drive" as the media to use for the installation and select "Next."
Connect a USB flash drive with at least 8 GB of free space to your computer.
Select the USB flash drive you want to use, and then select "Next."
The tool will then download the required files and create the installation media.

Now these steps will be done on your problematic computer:
Go to the computer's BIOS boot menu to have it boot from the USB drive.
Follow the on-screen instructions to install Windows 11, making sure to choose "Custom install" and select the option to delete all existing partitions.
Once the installation is complete, you'll have a clean installation of Windows 11 on your computer.
