I have the exact same issue after upgradeing my Win11 to 24H2.
Store app is not workinig (same error message) and XBOX app is not working either.
Have tried "everything" except reset of my Windows installation.

Whenever I try to open the Microsoft Store after the Windows 11 24H2 update, it fails to load, with the message: "Sorry about that! Something went wrong, and Microsoft Store failed to initialize. Try refreshing or come back later."
Microsoft has made the Microsoft Store an essential part of Windows. Without it, you can't install or update most apps. Now, with that 24H2 update, they are blocking it from loading!?
I have tried all of the well-known fixes, like resetting and repairing it, with no avail, and checking my firewall. There's something in the 24H2 update that is blocking it from loading.

Same Problem today. First Whatsapp for Windows couldn't connect anymore. In the past, only deinstall/reinstall helped. Whatsapp download leads to Windows Store, which doesn't initialize.
Tried all the repair steps to no avail. Must be an issue on the Microsoft services side? Please fix.
none of those work for me im having the issue on 11, 23h2. Turned on my PC today and calculator wouldnt open then the store wouldnt open. In prior issues with the store on windows 10 removing it with the powershell script and adding it back always worked now it results in the same unopening store.
Restarting the service does nothing, reset, repair the windows store app does nothing. In my research when all these methods fail you unfortunately have to in place upgrade or clean install.. Quite disruptive to me because im logged into things for work that my boss has attached to his Phone number not my own.
Probably without a doubt the worst windows bug ive encountered in years. Just in case i tried using a new admin account to see if it was a permissions issue and that also yielded the same result, the store cannot be opened.

If you have a third-party VPN or Antivirus installed, please try to temporarily uninstall it then check if the issue persists.
Please try changing your Region to United States if it helps.
Please try signing out your Microsoft Account from the Microsoft Store then sign-in again
Please let me know if you have tried the methods below.
**Check the Microsoft Store Install Service
Press the Windows Key + S and type in services.msc.
Find the Microsoft Store Install Service and double click, If the status is Running, right click it then select Restart
If disabled, change it to Automatic, click Start and click OK.
**Please try to run SFC and DISM to check for any system errors and corrupted files.

After that, restart your computer
**Re-register built-in apps and reinstall the Microsoft Store app
Press Windows key + X
Click and Run Windows PowerShell (Admin)
Copy and paste the command below then press Enter.
Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Restart your computer
