If you still have the CAA20003 problem try to disconnect from your email account:
Settings -> Accounts -> Email & Accounts
or if it a work / school account go:
Settings -> Accounts -> Access work or school
and reconnect

i ran into the ssame error but this solution didnot help me.
the story of my problem is somehow after the reseting my windows 10 i mistakenly disable my device and now i cant re-activate. asked to IT department but they told me the admin of the account is me and i should be figure out to add my device again

If the device has been enrolled in Azure AD and disables (not disconnected) only the global or device administrator can enable it
