Based on your description, you have enable Chat settings in the Microsoft Teams admin center > Messaging policies but the Chat button is not showing in Microsoft Teams desktop client. May I confirm if this issue also happens in theTeams
web APP?
If not, then you may try to clear Teams desktop client caches to check if it helps:
- Sign out Teams desktop client and exit Teams completely.
- Open Windows File Explorer and go to ***%appdata%\Microsoft\teams\Cache,***delete all the files.
- Then go to %appdata%\Microsoft\teams\Application Cache\Cache, delete all the files.
- Re-start and sign into Teams to see if you can see the Chat tab in Teams.
Moreover, if there is also no Chat tab in the Teams web APP, please let your administrator go to the
Teams admin center >
Org-wide settings > Teams upgrade to check whether the coexistence mode is Islands or other mode. Please send us a screenshoot of this page for analysis.

If the issue persists after you try above steps, to narrow down this issue, we need to confirm following questions:
- Does this issue happen to all users in your organization or just a specific user?
- Please send us a screenshoot of the left sidebar in Teams and also a screenshoot of the Teams client version information.
- Does the Chat tab work correctly before? If so, did this user (or the admin) made any changes before this issue happen?
