Hello Hoover07,
Based on your post, we had test with creating Company branding with set Background image and Banner logo from Azure Portal. After set up completely, we had open Teams Online App and found that Background and Banner logo appeared on Teams Login page. On Company branding page, we have different options available, based on your requirement, we suggest you to kindly create and check the result on Teams site.

Much of CSS is applied to SharePoint by default. The corev15.css file is the main source for styles in SharePoint. This file is stored in the SharePoint 15 folder on the server at \TEMPLATE\LAYOUTS\1033\STYLES\Themable\COREV15.CSS and
not in the Master Page Gallery of the root site and home page.
To see how SharePoint uses CSS out-of-the-box, look at the corev15.css file by using the developer tools in your web browser. In Internet Explorer, use the Internet Explorer Developer Toolbar (access it by pressing F12), and choose the CSS tab to view corev15.css.
The people below would like to know how they can change the look and feel of their SharePoint Master Page.
SharePoint Uses a master Page - like a wire frame
Inside the wire frame you get page layouts
And as you know you can add webparts to your pages
All of these styles can be eddited in a stylesheet that the master page is using.
We previously changed our SharePoint master page by telling it which CSS file to use. This is something the server administrator can help you with. Just be careful If you change too much you end up making things not work correctly. (from my experience when i changes spacing and positioning of items)

Hello Hoover07,
Thanks for update. In company branding we have many options such as sign in background image, banner logo, Square logo image, square logo image theme, could you please kindly let us know with which option you wants to set up your company brand, so we can also check with test at our end?
Yesterday we had test with sign in background image and sign in banner logo and when we directly open Teams login page https://teams.microsoft.com/ , it works at our end.
Thanks and regards,
