How to emulate a JIRA or Azure DevOps in MS Teams

We are currently using JIRA for Issue/Project Management, but we are going forced into M365 and closing Shop on JIRA over the next year or so.  I know your competitor to JIRA is Azure DevOps, but we use JIRA as a project management tool not just a coding issue management tool. We will also not be given Azure DevOps as apart our move, so I need to find an Integrated Template for Teams. Also this is DOD IL5, so lots of the Teams Apps are not allowed, such as Azure Boards. 

What are my options for creating a new Team (maybe channel) automatically with a Project style template, for issue/project management, like JIRA.

    It seems it will be a replacement for the SharePoint Project Sub-Page Template. Wrapping my head around starting a SharePoint page from MS Teams instead of a parent SharePoint page is odd. Even in Teams keep wanting to add hierarchical channels...

    It looks like the templates is a new release. I will read those article about the templates to see what we have.
