I can confirm now it's related to the Plantronics Hub Application.
If I disable the Application, the mute function works fine.

Everything worked fine until a couple of weeks ago, I think (but not sure) concurrently with latest Windows patch, when the mute button in Teams doesn't work anymore. If I push it, after half a second it's back as unmuted. I'm using a Plantronics SAVI 8200 headset.

It works when not running, so just exit from the application.
Unfortunately, Plantronics SAVI 8200 is not a certified device for the MS Team desktop app, therefore you get inconsistent results. I always suggest users use the certified device only. The following article shows a list of certified devices. https://docs.microsoft.com/en-us/microsoftteams...
Having said that, you can try the following troubleshooting tips in the following article below by using VoiceMeeter as a virtual microphone for the MS Team app. So basically The VoiceMeeter will act as a "bridge" between your headset and MS Team and see how it goes. However, if the problems still per still persist then please use a certified device only.

Please reinstall these 2 things.
Could you please reinstall the Microphone driver. Go to Windows start menu button > type in Device Manager > Audio inputs and output. Please right-click your Microphone from the device list then select Update Driver, if it does not work > Uninstall, reinstall then restart the computer so it can take effect.
Please reinstall the Sound driver.
Press Windows key + X > Device manager > Audio input and output (Expand), choose the options, right-click Sound card > Update driver, if it does not work > Uninstall, reinstall then restart the computer.

I've tried what you suggested but no change in the MS Teams "mute" function behavior.
However, I've realized that using the Microphone's additional device property, I can put on mute the microphone and Team go on mute as well.
Any further ideas?
