Customize is only available on the Mobile version of Teams. It is not avaialbe on the Windows Desktop version of Teams.

Microsoft, please add this feature to the Windows Desktop version. In a workplace setting the Heart emoji is rarly/never appropriate, yet you have it as the 2nd option. It is VERY HELPFUL to be able to replace this with another emoji that is used often on the mobile app. Why not on the Windows Desktop app??

YES! You can change the default emojis in MS Teams:

    1. Hover over a person's reply; when the Emoji popups, select "More Reactions"
    2. Select "Customize Default Reactions"
    3. Hover over the emoji you want to delete and select 'Remove Reaction' then add the new one via the "+"
    4. Don't forget to Save when done.

According to this technet article - Now in public preview: Expanded Reactions they expanded them at the end of 2022 in a public preview, my current client has this functionality. There is still no way to "set" them via the UI, but according to the article Teams should start to show the ones that are used more often as a quick reaction.
