Submit for approval is suddenly gone from a library in Teams (and SharePoint). I've checked permission of the library and there has not been any changes made to configuration.

This is how it looked last week:

This is how it looks like now:

    Hello Toneas

Good day! Thank you for posting to Microsoft Community.

On further checks, kindly note that there was an incident that was posted to the Service Health with ID SP732908 which was related to this behavior and has since been restored.

The user experience of this incident was: Users' "Submit for Approval" button may have been missing in SharePoint Online libraries with content approval enabled.

More info: Affected users may have seen the "Submit for Approval" button missing in SharePoint Online libraries with content approval turned on, preventing users from submitting documents for approval.

Final status: We've successfully reverted the aforementioned change and confirmed that the issue is no longer occurring after conducting a testing period.
Scope of impact: Impact was specific to any user who was served through the affected infrastructure attempting to submit documents for approval.
Start time: Wednesday, March 6, 2024, at 6:00 PM UTC.
End time: Tuesday, March 12, 2024, at 11:25 AM UTC.
Root cause: A recent service update, intended to improve the overall experience of the Publish Item Command for document libraries, inadvertently caused the "Submit for Approval" button in SharePoint Online libraries to be missing.

    Next steps:

    • We're reviewing our code and service update procedures to help understand why the "Submit for Approval" button became absent, in order to help prevent similar problems in the future.
This is the final update for the event.

In case you are still facing this issue, please let me know.

Thank you for your kind understanding.

    Best Regards,

    Ashraf | Microsoft Community Moderator
